The National Roads Authority (NRA) was formally established as an independent statutory body under the Roads Act 1993, with effect from January 1, 1994. The Authority's primary function, under the Roads Act 1993, is "to secure the provision of a safe and efficient network of national roads". For this purpose, it has overall responsibility for planning and supervision of construction and maintenance works on these roads.
The NRA launched this Project as part of the Public Private Partnership (PPP) Programme included in the Irish National Development Plan 2000 2006 (NDP). The NDP projected an investment of 52bn between 2000 and 2006. Transportation projects included in NDP (2000 2006) are now included in Transport 21, the Irish Government Plan for transport in the 21st Century.

Transport 21 is the capital investment framework through which the transport system in Ireland is currently being developed, over the period 2006 to 2015. This framework will address the twin challenges of past investment backlogs and continuing growth in transport demand.
