In November 2005, EUROLINK MOTORWAY OPERATIONS (M3) LTD a consortium formed by Cintra Concesiones de Infraestructuras de Transporte, S.A. (“Cintra”) and SIAC Construction Ltd. (“SIAC”), was selected as ‘Provisional Preferred Tendered’ to develop the M3 Clonee to North of Kells Scheme (“the Project”) in Ireland.
In September 2006, the consortium successfully tendered for the Project. The contract was signed on 7th March 2007.The Project forms part of the National Primary Route Network providing a strategic link between Dublin and the Northwest, with connections to Clonee, Dunshaughlin, Navan, Kells and Cavan.
As part of its general mandate to secure the provision of a safe and efficient network of national roads, and as part of the Irish Government’s overall road development programme set out in the National Development Plan (“NDP”) , the National Roads Authority (“NRA”) has developed the Clonee to North of Kells Scheme as a Public Private Partnership (“PPP”).
The Project is one of the schemes in the national road improvement programme that has been identified as a PPP project. PPP road schemes are being carried out on the basis of design/build/finance/operate contracts with a long-term concession period.
